Why does Ireland have such a low divorce rate? The cumbersome, time-consuming process has its roots in the 1986 Divorce Referendum, which was rejected by voters, two to one. The Fine Gael-led government had proposed liberal divorce laws then, but were much more cautious when it came to drafting the proposed amendment to the Constitution nine years later.
