Why didn't the Germans defend Paris? Paris was declared an Open City (just like Brussels). Under the Laws of War, when you remove your troops from a city and declare it an open city, the enemy is not allowed to attack it. Paris is an historical city and fighting in the city would only have resulted in its destruction without any military benefit.
