AC 2 has 2 layers ( floors ) of seat ( beds ) and AC 3 has 3 layers ( floors) of seats ( beds ), AC 2 is better than AC 3 if you need more privacy otherwise both are fine . AC 2 cost more than AC 3 if compared cost wise. Delhi to Agra is not a long distance travel . So AC 2 or AC 3 , anyone would be fine !
