Is Hydra a Leviathan? Leviathan was a Soviet Union sub-organization that fought with the SSR during the time after WW2. It later became allies with the new HYDRA, and helped them be rebuilt. Leviathan's infrastructure would then be merged with that of HYDRA resulting in the organization's roots barely remembered.
