How do flaps affect V1 speed?

How do flaps affect V1 speed? How do V1, V2, and VR speeds vary with the deployment of more flaps? Flaps allow the wings to create more lift (and drag), this reduces stall speed and allows the aircraft to fly at lower speeds. Higher flap settings equal lower stall speeds.

How do pilots know when to lower flaps?

Most of the time, landing flap will be determined by the landing performance required, flap 30 is nearly always desirable unless we need the lower approach speed, or if increased forward visibility is required such as during low vis ops. Performance is the determining factor.
