Does Universal Waterpark provide towels? Yes, but you have to pay for them ($6 as of 2023). So take your own to avoid having to rent Volcano Bay towels. Hotels don't want you to take their room towels to the water park, so I highly recommend traveling with thin linen towels. I talk more about these in my packing post.
