Do you have to pay toll leaving Staten Island? All except the V-Z charge round trip tolls entering the Island. Recently, the V-Z reverted back to tolling traffic each way. On the other three, leaving the island is free since you paid for that trip when you entered. Why exactly doesn't Staten Island in NYC have the subways like how the other 4 boroughs do?
