Can you use a second hand MagicBand? If they are used they are useless. They can't be linked to another account once already linked. The only purpose would be if you wanted the band design, and then you'd still have to purchase a new band in order to get a new puck to switch out. You're better off just buying direct from Disney.

Yes, Magic Bands are reusable. They run off of a small battery inside the band. Disney says the batteries are designed to last for 2 years.
