Can drones fly above clouds?

Can drones fly above clouds? They CAN, but in the US this is not legal unless you take off from above the clouds and the drone stays away from them and is visible to the pilot such as in a place where there are low lying clouds and the operator can launch and land the drone from above the clouds and can remain line of sight for the entire flight.

Will the FAA know if I fly my drone over 400 feet?

For the most part, compliance with the 400-foot rule is a voluntary matter. There is no existing mechanism for the FAA to monitor if there are drone pilots, licensed or otherwise, who will fly above this altitude limit.
