Are there sand fleas in Cozumel? They are there and they are also in places like Florida, Jamaica, the Bahamas, even Lake Erie in Ohio. Just stay away from the beach at night and/or wear bug spray. I saw some legs at the Cozumel airport that looked like a terrible bout of chicken pox and realized they were just bug bites.
