Are phones allowed at Hogwarts? There are no rules against phones in Hogwarts, but they are not commonly used. In the books, the students use owls to send letters home, and they have access to the Floo Network for long-distance communication. There are also some enchanted mirrors that allow for instantaneous communication.

Anyway, to answer your question: in the movies, girls can wear either pants or skirts; IIRC, Ginny wears pants, at least sometimes. (Presumably, there'd be no rule against the reverse, but we never do see a male student in a skirt or kilt in the films, at least not that I've noticed.)
